How can I lower my latency in Counter Strike 1.6?

Do you mean Ping? If it is , a problem from your net but if you want to make FPS more high and make lag more low in game 

Do this commands !

Non Steam 

fps_max 1000

developer 1

fps_modem 500

rate 25000

m_filter 0

Steam :

fps_max 1000

gl_vsync 0

gl_ansio 0

rate 25000

m_filter 0

And go to Launch Options of game and put this line :

-noforcempams -noforcemspd -noforcemaccel -nofbo

You shouldn't give someone commands to change their mouse settings when they are asking for help with ping/fps.

 

"-noforcempams -noforcemspd -noforcemaccel"

those 3 commands only effect your mouse settings.
