      everyone can record demos or only admins? so I make sure to record any hacker/cheater i see.

      yes everyone can record a demo , 

      by using this commands in conso

      record <demoname>

      and to stop type "stop" without the ""

      and u can fine it in ur cstrike folder

      Example : 

      record bloodypro

      u will find it in cstrike folder as 

      bloodypro.dem
